Flood relief Initiative

Aviratha initiated flood relief and rehabilitation activity from 5^th of Oct, 2009. The whole programme was planned in two phasees. The first phase covered relief activities in affected areas while the second phase was to take up school building and infrastructure rehabilitation. Response to first phase activities was overwhelming. Details of phase two are as follows. Phase 1 details follow there after.

PROJECT DETAILS

Location

Shalignoor Village, Gangavathi taluk, Koppala district.

Brief note of Benificiaries

Shalignoor village is a small settlement located 40 KM from Gangavathi town. It is a border village of Koppala district overseeing Bellary and Raichur districts. About 70 families reside in this village with paddy cultivation being the major economic activity. The village is located on banks of Tungabhadra. During floods of 2009, Shalignoor was completely submerged with significat loss of property and cattle. The district Adminstration has ordered a shift of the village to a higher point located at around 3 KM from existing settlement. A new layout spaning over 15 acre has been formed and land for housing, market, health centre, school and temple has been alloted. Aviratha proposes to build a school at this relocated village site.

Type: Lower Primary School, run by Govt. of Karnataka under Sarva Shikshana Abhyana. (SSA)

Capacity: Currently 75 students

Site dimention: Approx 100 ft x 200 ft (0.5 acre)

Proposed construction

Total building area: Approx 2200 sq feet

No of rooms: 3 class rooms plus 1 kitchen plus 1 toilet

Value additions (Not included in Govt. Plan) Rain water harvesting system, Solar/wind energy, garden, flag pole. (open to further ideas)

Materials: Concrete roof with stone flooring.

Notes: Materials used should meet minimum standards as prescribed by Sarva Shikshana Abhyan

Compound wall: To be build under MG-NREGS

Time Frame

The village is slated to be shifted soon. The school is expected to be functional by beginning of next academic year. (2011-12)

Budget

Total cost as per Sarva Shikshana Abhyan plan: Rs. 15 Lakh

Proposed Budget of Aviratha including value additions: Rs. 18 Lakh

Amount currently available with Aviratha: Rs. 12 Lakh

Donations to be generated immediately: Rs. 6 Lakh

Steps of action

· By Aug 28, 10 : Commitment letter from Aviratha Trust to DDPI regarding above mentioned plan

· Dec 12, 2010: Inaguration of construction

· April 15, 2011: Completion of construction

Monitering

The entire project will be monitored by 2 committees.

Regional committee: Proposed to be headed by Mr. Sharanabasava. Committee will;

· Monitor, day to day progress of construction,

· Mobilize resources, manage men and material

· Coordinate with Govt officials and local people.

· Report to central committee on progress periodically

Central Committee: Composed of members from Aviratha core committee and working committee

· Obtain necessary approvals

· Incharge of documentation and paper work

· Coordinate with DDPI’s office and other Govt. agencies as and when required

· Supervise working for regional committee

· Manage finances and payments

· Guide and assist regional committee when required

· Visit construction site bi monthly and when required otherwise to supervise

· Report to core committee

Quality Assurance

Internal

Aviratha will appoint a qualified person without any conflict of interest to certify work quality. Should need arise two independent certifications can be obtained at all times or at cruical times. All payments and approvals will be done by Core committee of Aviratha after due consideration of certifications.

Government

The project quality will be monitered periodically by staff of SSA and DDPI. The school will be accepted only if project quality meets stipulated standards laid down SSA. The state Govt. also has a third party quality assessment done once after completion of project.

Accountability and Transperancy

A detailed accountability mechanism for material procurement, civil contracts, work quality and fund utilization is being worked out. All above processes will be documented and executed in accordance with applicable laws. Details of meetings regarding project, contracts, procurement and financial transactions will be available at www.aviratha.org. An elaborate project paper will be released before commencing the project. Any information can be obtained in document by writing in to the President, Aviratha trust. Aviratha is open to external auditors from funding agencies.

PHASE 1: AN EPIGRAMMATIC REPORT

Programme objectives

· To provide adequate nutrition to affected people for a period of at least 3 weeks

· To provide simple bedding.

· To provide basic clothing and minimum cooking utensils to affected families

· To screen and treat diseases secondary to flood devastation in the village

· To detect epidemic if any and take appropriate measures

· To equip the nearest health facility with adequate medicines to handle an epidemic & sporadic diseases in the near future

· To train health workers including doctors to handle medical issues including epidemics

· To spread health awareness amongst the affected population

Modus operandi

• Field team: Aviratha had a team of volunteers based at close proximity to the village who were working with the above objectives. They were involved in mobilizing resources and material for distribution. They were in constant touch with Aviratha, Bangalore, providing first hand information about requirements

• Base team: Aviratha has a core team monitoring relief work by field team at the village. They were providing funds and material to the field team and coordinating with donors and other NGOs to mobilize resources.

• Medical team: Health workers in Aviratha and experts from partner NGO, Karnataka Medical Research Foundation were involved in providing health relief and surveillance for any epidemic.

Relief material distribution

Relief material was distributed in selected villages of Koppala and Dharwad districts. A need-based survey was conducted by our regional teams and relief material were distributed accordingly. Severely affected poor families who had not received adequate relief were beneficiaries. Following the villages in which relief material was distributed

Relief Package

Aviratha had designed a package consisting of food, bedding, utensils, clothing and medicines sufficing for a family of 3. Grain storage bins were distributed along with other material in one village which was to be shifted. The total cost of package was Rs. 1000. Package details are as follows;

NUTRITION

The package will contain 10 Kg of rice of medium quality to suffice for 21 days. Vegetables and other cereals are being mobilized by our field team to be provided along with rice.

BEDDING

3 warm roll beds and 2 single thick bedsheets is provided in the package to those in need

UTENSILS

3 cooking utensils of different sizes are provided. However number and type of utensils will be provided depending on requirement

GRAIN STORAGE BIN

Shirur village was to be shifted. In this view we provided fiber bins with lid to store grains and farm produce. A 10L and 25L bins were distributed depending on family size.

MEDICAL RELIEF

Primary Care.

Aviratha and Karantaka Medical Research Foundation organized a health camp at Mudalapura village on the 16^th of Oct 2009. All residents of the village and surrounding settlements were screened and treated appropriately. All types of medicines were be dispensed free of cost. Preventive medicines with appropriate instructions were also be dispensed. The nearest health care facility was supplied with adequate medicines to last for the next month.

Secondary and Tertiary Care

For those residents requiring higher medical care, Karantaka Medical Research Foundation made arrangements with its partner hospitals in the district.

Community intervention

An epidemic survey was carried out by Dr.Himanshu at every village. Some villages were under

high risk of vector borne and diarrheal diseases. Following measures were taken;

• Initiating DDT spraying (Taluk health officer had arranged for DDT but was not sprayed.)
• Closing water pits
• Oil was poured to all open vector breeding points to contain mosquitoes.

· Relocating people close to vector breeding points

· Closing of contaminated wells, & clearing of rotten material

· Cleaning of houses which had disease spreading potential.

· Local health care facility was supplied with antipyretics and antimalarial drugs.

· Local health worker was briefed about possible epidemic outbreak, identifying the same and reporting to health authorities and Aviratha health team for action.

Dialogue with victims

A formal gathering of flood victims was arranged at every village. Members of Aviratha, local

leaders and government nodal officers were present.

· The gathering was advised by doctors regarding prevention of possible epidemic and other health care measures.

· Grievances of victims were patiently heard to and solved where possible.

· Pressure was mounted on government nodal officers to take required measures.

· Grievances about government relief were conveyed to taluk administration and will be followed up by our field team.

Boosting morale

Every member of Aviratha and Aptha sahaya trust spent time with victims of flood fury in small

groups. There was a patient hearing to their pain, anguish and grief. Every member stood to

empathize with the victims and consoled them with compassion; all to boost their morale
